This motion contains the following laws:
1. The Supreme Soviet Gorsedh would be disestablished 24 hours after this motion is passed, with the People's Commons taking the position of primary legislative body in Burnham.
2. The 'Jacobite Party' will be forced to decide on its ideology and produce a 1 page summarised party manifesto within 14 days of this motion being passed. Failure to do so will result in the party being dissolved, with members having to join the Theodorist Workers Party of Burnham, become Independent Candidates, or form another political party.
2a. If the 'Jacobite Party' is dissolved, and the party members form a new political party, they must have an ideology, a 1 page summarised party manifesto and a party constitution written within 14 days of the 'Jacobite Party' being dissolved. Failure to do so will result in the new party being dissolved and the party members having their Burnham citizenships withdrawn.
3. With the 'Jacobite Party' either ideologically decided (as per law 2.) or dissolved/replaced, Burnham's first General Election, to decide on which party will have a majority, and therefore have its Party Leader become General Secretary will occur two weeks after either the motion has been passed or the 'Jacobite Party' has been dissolved, depending on if the conditions of Law 2. have been met.
This motion also contains the following Constitutional Amendments:
1. (Unattached Amendment 1) The Supreme Soviet Gorsedh shall be disestablished, and Article 27 of the Constitution of the Theodorist Regional Dominion of Burnham shall be removed, and any Amendments attached to Article 27 shall be redacted. Any references to the Supreme Soviet Gorsedh in the rest of the Constitution shall be edited to refer to the People's Commons.
2. (Unattached Amendment 2) The Prospekh foreword of the Constitution of the Theodorist Regional Dominion of Burnham shall be removed.
3. (Article 30, Paragraph (5)) The General Secretary is the party leader of the political party that gains the majority in the General Election. The General Secretary reports to the Basileus on all matters occurring in the People's Commons and the nation of Burnham as a whole. The General Secretary's vote in the People's Commons counts as two votes for the purposes of passing motions.
4. If two thirds (2/3, 66%) of the People's Commons Delegates vote in support of such a motion, the General Secretary may be voted out of office, to be replaced by his Vice Delegate (if any), or by the Party Leader of the opposition party (the party with the second largest number of seats) if there is no Vice Delegate to the General Secretary. If the opposition Party Leader becomes the General Secretary, then the opoosition party becomes the party with the majority (even if they do not hold an actual majority), and the ex-General Secretary's party becomes the opposition party. Alternatively, the ex-General Secretary becomes the Vice Delegate of his party if the original Vice Delegate replaces him as General Secretary.
The reasons for this massive reform is that the role of the Supreme Soviet Gorsedh has essentially alleviated the role of Democracy in Burnham, which goes against the principles the nation was founded upon on the 20th September 2011. This series of reforms will serve the purposes of the Burnhamite people until a new constitution can be written, which will be done when the Justinian Theodorist revolution comes full circle and Burnham becomes a classic, Socialist state.
