As decided by myself after discussing with Thomas:
Member state leaders may style themselves as Princes of the Würtige Empire. The appointed successor to the Imperial throne may be style himself as Prince-Heir of the Würtige Empire.
The Emperor may assign Baronies, Counties and Duchies to all members of the Empire. Those who receive land, may style themselves accordingly to the title received, even if they have no other land in the Empire.
(I guess this would count as a Decree, but it's just title design, so I think you lot won't mind)

Since New Israel is not a member state of the Empire, but rather a part of a member state, you don't qualify as a prince of the Empire, but the Mercian government can assign you their own honorifics.
