21st of November Office of the Deputy First Minister Bill _________________________________________________
This Bill:
Will establish the office of Deputy First Minister, a cabinet portfolio and executive role which will act as the deputy to the office of First Minister, as well as outlining the duties , functions and powers of this office.
1. The office of Deputy First Minister is hereby established to create an executive office which will act as deputy to the office of First Minister.
2. The Deputy First Minister will be appointed by the First Minister at the beginning of the parliamentary term. The appointment will not be subject to a parliamentary vote of approval, as the government will already have the confidence of parliament.
3. The Deputy First Minister will take over the duties of First Minister for a limited period of time if the First Minister states that he or she will be absent temporarily. The First Minister will reassume his duties as soon as he announces his or her return.
4. Should the First Minister be incapacitated either through illness, extended absence or inability to carry out the duties of the office of First Minister, the Deputy First Minister will be designated by default as the new First Minister.
5. The Deputy First Minister will chair the cabinet in the absence of the First Minister.
