This Bill:
Will define the extent, legality, and freedoms of territories within the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples that are outside of the two Autonomous Regions, those being the Archduchy of Loringia and the Region of Clyro.
Chapter 1- Mercian Concessions:
1: A Mercian Concession is to be defined as a territory that accepts the sovereignty and supreme governorship of the Lords of the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples (Lords of Mercia), while also maintaining their own autonomy.
2: A Mercian Concession maintains its own internal political affairs, judicial affairs, law and order, National Guard, royalty and aristocracy, territorial claims and abroad territories.
3: A Mercian Concession must simultaneously adhere to Würtige Imperial Law and Mercian Law, unless consent is given to not adhere to certain laws by either the Kaiser of the Würtige Empire or the Lords of Mercia respectively.
4: The Lords of Mercia are allowed to make decrees that immediately come into law in a Mercian Concession.
5: A Mercian Concession may send a single representative to the Mercian Parliament House, where he/she/ze may vote, discuss and partake in partisan politics as a conventional Minister.
6: A Mercian Concession must adhere to all laws laid down in the Treaty of Concession issued to it by the government of the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples.
Chapter 2 - Mercian Colonies:
7: A Mercian Colony is to be defined as a territory that accepts the sovereignty and supreme governorship of the Lords of Mercia, and which are ruled absolutely by a Royal Governor who operates as an extension of the will of the Lords of Mercia.
8: A Mercian Colony’s internal affairs, royalty and aristocracy and territorial claims are administered directly by the Royal Governor.
9: A Mercian Colony’s judicial affairs, law and order and National Guard are administered by the Mercian Parliament House. The Colony is directly responsible to the Clyran Constabulary Office, the Mercian National Guard, the Civil Service Gorsedh and the court system of the Tsardom of Nolland, as per the 9th February Criminal Case Treaty.
10: A Mercian Colony may not maintain territories abroad, be they federal, confederal, colonial, imperial or commonwealth in nature. They may not harbour abroad territorial interests.
11: The Royal Governor of the Colony is automatically made a Duke of Mercia, landed to the Colony, who represents the Colony’s interests in the Mercian Parliament House, where he/she/ze may vote, discuss and partake in partisan politics as a conventional Minister.
12: A Mercian Colony must adhere to Würtige Imperial Law and Mercian Law, unless consent is given to not adhere to certain laws by either the Kaiser of the Würtige Empire or the Lords of Mercia respectively.
13: The Lords of Mercia are allowed to make decrees that immediately come into law in a Mercian Colony.
Chapter 3 - Crown Lands:
14: Crown Lands are to be defined as territories that accept the sovereignty and supreme governorship of the Lords of Mercia, that are administered absolutely by the Lords of Mercia themselves, and that are dedicated for the free use for all Mercian and Würtige Imperial Citizens.
15: All internal affairs, maintenance of law and order and a National Guard and territorial claims are administered by the Lords of Mercia.
16: Crown Lands may not have any royalty or aristocracy, nor may they maintain territories abroad, be they federal, confederal, colonial, imperial or commonwealth in nature. They may not harbour abroad territorial interests.
17: All citizens of Crown Lands are to be considered Subjects, with no right of access to the Mercian Parliament House. These Subjects may be bequeathed Noble titles by the Lords of Mercia however.
18: A Mercian Colony must adhere to Würtige Imperial Law and Mercian Law, unless consent is given to not adhere to certain laws by either the Kaiser of the Würtige Empire or the Lords of Mercia respectively.
Chapter 4 - Mercian Condominiums:
19: A Mercian Condominium is to be defined as a territory run jointly by the government of Mercia and the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples (the government of Mercia), and the government of a foreign Micronational power.
20: All affairs regarding Mercian Condominiums are to be divided between the government of Mercia and the government of the foreign Micronational power in question in a treaty dedicated to the matter at the time.
