This Bill:
Will establish the legal conduct by which working Subjects and Nobles may become unionised to campaign for better rights in the Mercian Parliament House and the Gorsedhs. This Bill will also state the legal constraints of the Trade Union body, and the extent to which the Trade Union may operate autonomously of Mercian Lordly and governmental authority.
*A group of Subjects and/or Nobles of the Kingdoms & Lands Represented in the Council of the Diarchal Crowns of the Disciples, at least three in number, who share the same or a similar career within the nation may form a Trade Union, providing that they send notification of this fact to one of the Lords of Mercia, the Mercian Parliament House or a member of the Mercian Parliament Cabinet at least twenty-four hours before the Trade Union is officially formed.
*The Trade Union must have a Chair elected from the members of the Union that declare themselves as Chair candidates; the position of Chair must be re-elected every three months. The Chair candidate with a simple majority is to be elected as Chair.
*The Trade Union Chair may take part in Meetings of the Mercian Parliament House in his/her/zer official capacity as Chair of the Trade Union, and may debate on Bills and discussions to promote the Trade Union’s standing on said Bills and discussions.
*The Trade Union Chair may not vote on Bills in the Mercian Parliament House, unless they are also a Noble, in which case they may vote as a benefit of them being a Parliamentarian and a Minister.
*The Trade Union Chair may take part in any official meeting of a Clyran Gorsedh in his/her/zer official capacity as Chair of the Trade Union, and may debate on topics and motions discussed there to promote the Trade Union’s standing on said topics and motions.
*The Trade Union Chair may not vote on motions in the Gorsedhs, unless they are also members of the Gorsedh in question, in which case they may vote as a benefit of them being a member.
*Trade Unions may not press any agenda that could be construed as sectarian or threatening the sovereignty of the Lords of Mercia and the Nobility. Any Trade Union discovered to have done so will be abolished, and the Trade Union members will be reported to the Clyran Constabulary Office, where, if they are suspected of sectarianism or threatening the sovereignty of the Lords of Mercia and the Nobility, they will be arrested for the relevant crimes and trialled in the usual fashion.
*Trade Unions may campaign for democratic reform within the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples’ executive and legislature (the Mercian Parliament House), providing that their agenda does not threaten the sovereignty of the Lords of Mercia and the Nobility.
*Trade Unions may campaign for protecting the integrity of their relevant trades; the establishment of wage and workplace benefits for the workers they represent; the establishment of trade standards in the trade they represent; combating child labour; establishing systems of care and charity for workers in the trade they represent; representing workers in the trade they represent in both the public and private sector, and upholding the system of constitutional monarchist democracy that is prevalent in the Kingdoms and Lands Represented in the Council of the Diarchal Crowns of the Disciples at the time of writing.
*The legislature and constitution of the Trade Union is to be constructed in whatever way the members of the Trade Union wish, but it must adhere to the rule of law, and explicitly state and act on equal representation within the legislature for all Trade Union members. Any Trade Union that has an undemocratic legislature will be abolished, and the Trade Union members will be reported to the Clyran Constabulary Office, where, if they are suspected of sectarianism or threatening the sovereignty of the Lords of Mercia and the Nobility, they will be arrested for the relevant crimes and trialled in the usual fashion.
