In this Constitutional Amendment, which shall be presented as Article 21 (Basic principles of state order, right to resist), Paragraph (5):
The Basileus, and in certain circumstances dictated by the Basileus the Supreme Soviet Gorsedh, is the sole interpreter of the Burnham Constitution. This does not conflict with Article 22 (Political Parties), Paragraph (2), as the Basileus is a member of the Supreme Soviet Gorsedh when the Supreme Soviet Gorsedh decides on the question of unconstitutionality.
