The Mercian people have voted in a referendum to leave the Wurtige Empire, with 93% of those voting supporting secession, equating to 61% of the total electorate. On behalf of the Mercian Government I would like to initiate proceedings for removing Mercia from the Empire, and returning all sovereignty to the Mercian Government. I seek the counsel of the Imperial Government regarding how best we may proceed in accordance with the joining treaty.
Regards, First Minister Cahill

The Joining Treaty says you may leave now, if you wish, and that further talks and voting shall occur to establish what treaties and agreements will remain between Mercia and the Empire.

Thank you, this was the clarification I needed, I was ensure if there were further steps to be completed.
Then let it be henceforth known that the Kingdoms and Lands Represented in the Council of the Triarchal Crowns of the Disciples shall be considered an independent state, which is no longer an autonomous member state of the Wurtige Empire. I make this statement on behalf of the Mercian people following their overwhelming support for this measure. While the Empire no longer has any sovereignty over Mercia, I will be examining along with my cabinet how we can advance our new relationship with the Empire. I will also be consulting with the remaining member states in the coming days.
