13 January Declaration of Sovereignty & Wurtige Referendum Bill
This Bill: will express the Mercian Parliament’s intention for Mercia to be a sovereign independent state which is no longer a member of the Wurtige Empire
and will authorise a referendum to be held on the status of Mercia within the Würtige Empire.
1. The Mercian Parliament, as the elected representatives for the people of Mercia, hereby declare Mercia to be a sovereign nation, free from the rule of any other government.
2. The Mercian Parliament shall hereby seek to withdraw Mercia from the Wurtige Empire.
3. In order for such a withdrawal to take place, the support of the Mercian people shall be sought through a referendum.
a. This bill hereby authorises a referendum to take place within twenty days on the status of Mercia within the Wurtige Empire.
b.The question which will be put to the electorate will be “Should Mercia leave the Würtige Empire?”, with two options being available to the electorate, “Yes” and “No”.
c. A majority will be required for the referendum to pass or fail, with a majority being defined as at least one vote exceeding 50% of the total number of votes.
d. Should a majority vote “Yes”, Mercia will follow the legal procedures currently in force in the Würtige Empire to formally terminate its membership of the Empire, as well as the sovereignty of the Würtige Emperor over Mercia.
e. Should a majority vote “No”, the Mercian Parliament shall repeal this bill in its entirety.
