New Israeli Secession Act
The Mercian Parliament;
Recognizing the requests of the Emperor of New Israel for the cession of New Israel into the Wurtige Empire proper for the purpose of elevating New Israel to immediate full-status within the Empire;
Supporting the wishes of the New Israeli Emperor;
Requesting the invocation of the authority of HL Richard I, as Regent of the Wurtige Empire and Lord of Clyro.
Hereby Declares
i. The Holy Empire of New Israel is officially relinquished into the Wurtige Empire; ii. The Parliament requests HL Richard I invokes authority as Regent of the Empire, and establishes New Israel as an imperial state.
Voting: In support, vote Aye; In opposition, Nay.

We have already passed a bill on the secession of New Israel, do not fear. It is currently awaiting ratification.
However, an issue remains about New Israel becoming a Member State of the Empire. We're currently just looking through the Joining Treaty and the current Imperial Constitution to define the legality of the membership of a theocratic state that actively persecutes religious minorities through law. Also, despite being Regent, the powers given to me were so vague that I don't know if I have authority to allow New Israel in with a click of my fingers.
However, this is now out of the hands of Mercian government, or at least it will be by tomorrow. I believe that what will most likely happen is that an Imperial Court will decide that New Israel can join the Empire providing it cuts back on some of its more oppressive laws against religious minorities (for example, it'd be advisable to let New Israeli Muslims have their own public places to worship, although you could do as Switzerland does and ban minarets and prayer calls, as they are political symbols and not religious ones), and then the Reichsrat (upper house of the Imperial legislature) can admit you and I can ratify it as Regent.
